The changing clothes in this instance would be to change into something more sturdy and better suited for high risk adventuring. The frilliness of the pretty dress she was wearing would hamper such activities.
The clothes are probably more for her emotional comfort, I’d say. Get her out of anything Ferneris made her wear, and into something she’s more used to in the life she’s been leading recently.

I like that look of worry in her face, as if Hero would bring her a skimpy dress or something else perverted.
