Something tells me these guys aren’t part of the cabal. Like another organization trying to take down the cabal.
The reasoning for my statement is these guys look to military for the cabal. Black ops maybe to try and find dirt on the cabal to get governments to move against the cabal.

Sometimes minor bits of magic can be very effective. Consider a simple mending spell, sure you can use it to fix a bit of peeling laminate but you can do other things with it. Such as perfectly fixing the plaster over where you hid something in a wall, or repairing the seam on a dress so that there is no sign you opened it to slip a tracking device in.
You can even use it to repair the seal on a bottle you just poisoned.
We love to use that spell so repair signets on letters we intercepted and read.
Wouldn’t it be great if that brandy is booby-trapped? He pops the cork, and…BOOM!!!

I started this series around the time evee was created, and had been absent a short while after that. I just recently picked the series back up and must say, I still love this series
Also the art progression, might inspire me to pick up the pencil again x3x
